The Virginia Association of State College and University Purchasing Professionals (VASCUPP) (https://vascupp.org/) provides opportunities for Virginia’s public colleges, universities, and other institutions of higher education to address and share information regarding the procurement process. VASCUPP’s structure is designed to promote increased opportunities for cooperative procurement among institutions of higher education and professional development among its members.

VASCUPP Leadership and Governance
VASCUPP operates under the direction of a Board of Directors, which includes representation from every member university. Betty Lowther (C.P.M., VCO, VCCO, CPPB), Associate Director of Purchasing, currently represents VCU. VASCUPP members’ procurement process is governed by the Commonwealth of Virginia Purchasing Manual for Institutions of Higher Education and their Vendors
VASCUPP Contracts »
VASCUPP maintains a database of cooperative contracts. Such contracts are negotiated by participating institutions and are established for use by other VASCUPP institutions.
